Eleanor Hubbard is a Senior Associate based at Global Public Affairs in Halifax. She offers management advisory services to clients in strategy, innovation, business development, government relations, health system policy, project leadership, and interest-based negotiations.
Previously, Eleanor held progressively senior leadership roles in the public sector for over 25 years. As Chief, Partnerships and Physician Services with the Nova Scotia government, Eleanor was responsible for strategic contract management and major negotiations for the Department of Health and Wellness, directed pharmaceutical programs, and was the provincial lead for the Nova Scotia Health Innovation Strategy.
As Senior Advisor to the CEO of Nova Scotia Economic Development, Eleanor also provided strategic policy advice to the CEO/Deputy Minister. She led the successful development and implementation of a comprehensive branding program across the public and the private sector in Nova Scotia. As Senior Executive at the Treasury and Policy Board Executive, she was instrumental in creating the Expenditure Management Initiative for the Nova Scotia government.
Before joining the government, Eleanor worked in the private sector in pharmacy, retail management and private insurance.
Eleanor holds a Bachelor of Science (Pharmacy) from Dalhousie University.
