Elaine Larsen Wells

Elaine is a Director in Global Public Affairs’ Ottawa Office, with a focus on federal affairs in health and life sciences. With over 15 years of experience in a variety of public affairs roles, she provides clients with broad and deep expertise in public affairs strategy and engagement.

Elaine worked on political and diplomatic teams to advocate for public interests while negotiating the Canada-EU Comprehensive Economic & Trade Agreement (CETA) and the Canada-EU Strategic Partnership Agreement (SPA). She has led successful engagements to bring new medicines to Canada, modernize federal regulations, and improve audience comprehension and perception of technical issues. She also led a leadership organization for young women, striking collaborations with leaders in media, politics and business.

Elaine serves on the board of directors of the Government Relations Institute of Canada (GRIC), the national voice for the lobbying profession, and is a guest lecturer on advocacy and government relations at the Clayton H. Riddell School of Political Management (MPM) at Carleton University. Elaine was awarded the Ontario Leading Women Building Communities Award for her intersectional activism empowering young women to pursue leadership roles.

A proud alumna of Carleton University’s Arthur Kroeger College of Public Affairs, Elaine holds a Master of Political Management and a Bachelor of Public Affairs & Policy Management.
