Elaine Larsen Wells

Elaine is Director of the Federal Health & Life Sciences Practice at Global Public Affairs with over 15 years of experience. In this role, she provides clients with strategic counsel in the areas of government and business strategy, engagement and coalition-building.

Elaine worked on political and diplomatic teams to advocate for public interests while negotiating the Canada-EU Comprehensive Economic & Trade Agreement (CETA) and the Canada-EU Strategic Partnership Agreement (SPA). She has led successful engagements to bring new medicines to Canada, modernize federal regulations, and form Canada’s first industry association for medical cannabis. She led a national leadership organization for young women, striking collaborations with leaders in media, politics and business.

Elaine serves on the board of directors of the Government Relations Institute of Canada (GRIC), the national voice for the lobbying profession, and is a guest lecturer on subjects related to policy advocacy. Elaine was awarded the Ontario Leading Women Building Communities Award for her intersectional activism empowering young women to pursue leadership roles.

A proud alumna of Carleton University’s Arthur Kroeger College of Public Affairs, Elaine holds a Master of Political Management and a Bachelor of Public Affairs & Policy Management.
