Pierre Alvarez is Vice Chair of Global Public Affairs, providing strategic counsel to clients in the areas of political and business risk and project approvals. He is a seasoned energy executive with over thirty-five years of senior management experience in the Canadian oil, natural gas, pipeline and electricity sectors. He has been directly involved in many of the most significant policy and project developments in the North American resource field through his roles as a senior executive at Trans Mountain and Nexen Inc. He served nine years as President of the Canadian Association of Petroleum Producers (CAPP), and prior to that was Chairman and CEO of the NWT Power Corporation and  Deputy Minister to the Premier of the Northwest Territories in Yellowknife. He started his career in Ottawa as part of the federal team which replaced the National Energy Program (NEP) and implemented the Atlantic Accord.

Pierre holds a Master of Arts degree from Queens University and a Bachelor of Arts from the University of British Columbia. He is an active volunteer with numerous not for profit organisations in the areas of land conservation, disabled Canadians and education fields. He has been recognized for his efforts with the Queens Golden Jubilee Medal for Community Service.

Andrea is an Associate Consultant with the Cultural Industries and Transportation, Infrastructure & Communities practice groups in Ottawa. She provides research and logistical support, monitors media and policy development. Prior to joining Global, Andrea worked as a research analyst at a Telecommunications, ICT and Spectrum practice. She has also worked as a grant administrator for a non-profit funding postgraduate studies and as a research intern at the Embassy of Colombia in Canada.

Andrea holds a Master in Infrastructure Protection and International Security from Carleton University, and a Bachelor’s in International Affairs from Universidad del Rosario in Colombia, where she is originally from.

Nicole Brassard is a Director in the Vancouver Office of Global Public Affairs. She provides government relations, stakeholder engagement and communications support to clients in the Transportation, Infrastructure and Technology sectors. Prior to joining Global, Nicole was the Regional Director for a federal political party managing stakeholder engagement, media relations and strategic policy outreach in Alberta, Saskatchewan and the Territories. Nicole has extensive experience managing election campaigns and has knowledge of strategic messaging and micro-targeting using a variety of innovative platforms. She also worked in law for more than a decade for several national and international law firms in their corporate and insurance practice groups. Nicole holds a Bachelor of Arts in Philosophy from the University of Alberta and a diploma from Canadore College.

Melissa provides government relations and stakeholder engagement support to clients in the education, health and arts sectors. Prior to joining Global, Melissa worked in various ministries with the Government of Alberta providing issues management services as well as strategic advice around policy development including a number of high-profile portfolios.  Melissa holds a Bachelor of Arts in Political Science from the University of Victoria. Additionally, Melissa volunteers for the Age-Friendly Edmonton initiative and sits on the organizing committee of Lawn Summer Nights Edmonton, an annual four-night charity event in support of Cystic Fibrosis Canada.

Sean Casey is a leading arts and culture sector practitioner and has an extensive background in dealing with intellectual property and copyright issues. Sean works with a variety of organizations representing the film, television, music, publishing, performing arts and not-for-profit sector to both examine and access funding programs available to them, working them on complex issues within the Heritage, Industry, Finance and International Trade portfolios. Sean’s insight and experience allow clients to have a significant impact on the public policy discussion in the arts and culture sector.

Sean joined Global Public Affairs after eight years as a partner with another leading public affairs firm. Prior to that he served in various positions for three Members of Parliament, the Opposition House Leader and in the Office of the Leader of the Opposition.

A former journalist, and graduate of the Carleton University School of Journalism, Sean is active in coaching and coordinating various youth sports teams in the Ottawa area.

Tom Clark joined Global after almost 45 years at the most senior levels of Canadian journalism. He left Global News on January 1, 2017, after serving as the network’s chief political correspondent and host of The West Block. He has interviewed every Canadian Prime Minister since Lester B. Pearson and has covered every federal election campaign since 1974. He has reported in eight active war zones and from over 33 countries. Tom was CTV’s China Bureau Chief and was also its Chief Washington Correspondent for five years. He has a deep understanding of Canada’s position in an increasingly complicated international dynamic. Tom is the recipient of Radio Television Digital News Association lifetime achievement award and has been named one of the most influential journalists in Ottawa.

The Honourable Darrell Dexter, former Premier of Nova Scotia, is the Vice Chair of Global Public Affairs. He is a senior member of the Global team, working with our firm’s public affairs experts across the country on a range of client matters and business development initiatives.

Darrell assumed the leadership of the Nova Scotia New Democratic Party (NDP) in 2001 and led it to form the first-ever provincial NDP government in Atlantic Canada, becoming the 27th Premier of Nova Scotia. As Premier, he earned praise for controlling spending, launching a renewable energy strategy, and reducing small business taxes. Darrell oversaw ambitious new environmental policies and was presented with a Climate Leadership in Canada award at the 2009 UN Climate Change Conference in Copenhagen. As Chair of the Council of the Federation from 2012-13, Darrell worked on key initiatives such as leading an economic trade mission to China, establishing the Pan-Canadian Pharmaceutical Alliance, and improving the flow of inter-provincial trade.

A lawyer by background, Darrell also worked as a journalist and served in the Canadian Armed Forces before launching his career in public service, spending 15 years in the Nova Scotia Legislature as an MLA. In the course of his work as an elected official, party leader, Leader of Nova Scotia’s Official Opposition, and Premier, Darrell was engaged on critical issues and discussions related to energy and resource development, transportation, healthcare, the environment, infrastructure, and the economy.

Darrell holds a Bachelor of Arts and a Bachelor of Education from Dalhousie University, a Bachelor of Journalism from the University of King’s College, and a law degree from Dalhousie University.

Hunter Doubt is a consultant and member of the Transportation, Infrastructure and Communities team in Global’s Ottawa office. He provides clients with a range of government relations support including policy research, communications and strategic analysis, specifically as it pertains to the challenges and opportunities they face with the federal government. Prior to joining Global, Hunter worked part-time with a member of parliament, both on election campaigns and in their constituency office. An avid traveller, he spent his entire third-year of university aboard, studying at Copenhagen University in Denmark. He currently sits on the organizing committee of Lawn Summer Nights Ottawa, an annual five-night charity event in support of Cystic Fibrosis Canada. Hunter is a native of London, ON. He holds a Master’s of Political Management from Carleton University and a Bachelor’s (Hons) of Political Science from the University of Western Ontario.

Curtis O’Nyon is a Senior Associate at Global focused on infrastructure and transportation at all levels of government. Jordan Pinkster is a Senior Consultant supporting Global’s Alberta clients in the areas of health and life sciences, cannabis, transportation and infrastructure, as well as arts and culture. Prior to Global, Jordan worked as the Chief of Staff for a member of Calgary City Council and has a wealth of experience in Calgary municipal politics. Jordan has been an active with the Bow River Chapter of Trout Unlimited Canada working on important conservation projects. He also teams up with his dog Charlie to volunteer with the Pet Access League Society (PALS) where they provide regular pet therapy to enhance the lives of Calgarians through the human-animal bond. Jordan holds a Bachelor of Arts in Policy Studies from Mount Royal University.

Rick Roth is the Vice President Strategic Communications, Ontario, at Global Public Affairs, helping clients navigate the new Government in Ontario under Premier Doug Ford.  Rick works with clients seeking opportunities to collaborate with the public sector to achieve their business objectives.

Rick has more than a decade of experience in government, crisis communications and public affairs, holding senior positions in Government of Canada and the Government of Ontario.  Most recently he served as the Chief of Staff to the Minister of the Environment, Conservation and Parks helping shape Ontario’s Environment Plan; a detailed vision ranging from the protection of air, land and water, addressing litter and waste as well as Ontario’s new approach to Climate Change and Greenhouse Gas Emissions.

Previously Rick spent more than two years as the Senior Manager for Issues and Reputation Management at Scotiabank, one of Canada’s largest and most international banks.  There he crafted crisis communications plans for the Bank and their senior executives ranging from issues around cyber security, international trade and commerce as well as in retail and digital banking.  Rick also led the Bank’s external communications strategy during their quarterly earnings as well as numerous mergers and acquisitions.

Rick served within the Government of Canada as the Director of Communications to Canada’s Foreign Minister as well as with Canada’s International Trade Minister; leading the communications team in promoting Canada’s foreign policy and trade priorities around the world, responding to the fluid and unpredictable nature of international relations.  Rick’s term with the federal government concluded with the Minister of International Trade during the signing of the Trans-Pacific Partnership (Comprehensive and Progressive Agreement for Trans-Pacific Partnership), where Rick led the communications roll-out and stakeholder strategy.

Rick is passionate about international relations, crisis communications and politics, and has built a positive reputation among his colleagues in the media, both in Canada and around the world.

Rick is a graduate of Brock University with a B.A. in Political Science with a Concentration in Public Law.

Monique Smith

Monique Smith is Senior Counsel with Global Public Affairs with a focus on Canada-US relations.

Monique was Ontario’s first appointed Representative to Washington. In 2013, she led the incoming Premier’s transition team and successfully assisted the new government through its first six months in office at Queen’s Park.  She had previously served as Ontario’s Minister of Intergovernmental Affairs, Government House Leader, Minister of Tourism and Minister of Revenue.  During her first four years of elected office she served as Parliamentary Assistant to the Minister of Health and Long-Term Care, with particular responsibility for Long-Term Care.

Before being elected in 2003, Monique served as Executive Director of the Association of Canadian Publishers (ACP) and as Chief of Staff to the Leader of the Official Opposition in the Ontario Legislature.  Monique began her professional career practising labour and employment law at McCarthy Tétrault.

A strong advocate for Ontario’s interests, Monique was the first person to hold the Washington post in the Canadian Embassy, a post she held for five years. She sat on the Premier’s Committee on Ontario-U.S. Economic and Trade Relations and co-chaired the Ontario-US Engagement Strategy with the Deputy Ministers of International Trade and Intergovernmental Affairs. During her tenure in DC, she travelled the US representing Ontario’s interests.

Since returning to Canada, Monique has assisted clients on Canada-US matters and has been consulting for the Westminster Foundation for Democracy, the National Democratic Institute and the International Republican Institute on parliamentary and election reform in Myanmar and Malaysia.

Yonathan has more than eight years of experience in communications and public relations consulting. Having worked in several provincial ministries with the Public Affairs Bureau and at the Legislative Assembly of Alberta, he is a skilled crisis communications and strategic planning advisor.

During his time with the Public Affairs Bureau, Yonathan dealt with a number of high-profile public relation issues and crises, including working in the Emergency Operations Centre during the High River floods.

In the Legislature, Yonathan has served as a press secretary and most recently, as a senior communications consultant with the Progressive Conservative Caucus.

As a former journalist working in both print and radio in a number of different communities, Yonathan has tremendous amounts of experience in messaging to targeted audiences in an engaging and strategic manner. Yonathan is a long-time volunteer and board member of the Edmonton International Film Festival.

Patty Toner is a key member of the Transportation, Infrastructure & Communities practice group in Ottawa.  Patty supports clients on policy analysis and advice, contributes to clients strategic communications and is responsible for Parliamentary and legislative reporting.  Patty supports clients on a range of strategic initiatives and manages files focused on air, marine, rail shipping, road and infrastructure development.

Prior to joining Global Public Affairs, Patty worked in the non-profit sector and on Parliament Hill. Each of these roles provided Patty with an excellent background in relationship management, Parliamentary and legislative affairs, stakeholder relations and policy development exercises.

Patty sits on the board of the Canadian Transportation Research Forum (CTRF) working to promote research in transportation and related fields and provide a forum for networking and discussion. Originally from New Brunswick, Patty holds a BA from Saint Mary’s University in Halifax and a Graduate Diploma in Public Management from Carleton University.

Matt Williamson is a public affairs professional with 15 years of experience across Western Canada in public policy, stakeholder engagement and communications. Having spent much of his time with NDP governments in Manitoba and Alberta, Matt is particularly skilled at policy creation, issues management and campaign implementation. With a focus on managing controversial issues and programs, he works with a range of clients on their government relations and communications needs. Philip Cartwright leads Global Public Affairs’ Transportation, Infrastructure & Communities practice and co-manages Global’s Ottawa team. With close to 15 years’ experience in public affairs and public policy, Philip develops and executes government relations and related corporate development strategies in every transportation sector – rail, air and marine. He provides advice on all aspects of regulatory, legislative and policy development, ensuring integration of Parliamentary, political and policy considerations.

Philip’s clients have included airlines, airports, Class-1 railways, global resource producers and commodity shippers, port and terminal operators, tourism industry stakeholders, manufacturers, financial institutions, technology firms, trade associations and industry coalitions, among others. Philip joined Global Public Affairs in 2007 from the Privy Council Office where he worked in various secretariats including Machinery of Government, Cabinet Confidences and Senior Personnel and Special Projects. Prior to living abroad in South Africa, Philip also worked with other professional services firms including an international public opinion polling firm.

Philip is a Founding Board Member of the Canadian Advocacy Network and is a member of the Board of the Chartered Institute of Logistics & Transport (Ottawa Region).  He previously served as President of the Government Relations Institute of Canada (2017-2019) and on the boards of the Canadian Transportation Research Forum and the Canadian Club of Ottawa. Philip has also been actively involved as a volunteer with the National Arts Centre.  He holds a Bachelor of Public Affairs and Policy Management (Hons.) degree from Carleton University’s Arthur Kroeger College of Public Affairs and an Executive MBA from the Smith School of Business at Queen’s University.

Since joining Global’s Toronto office in 2009, Rod has been at the forefront of supporting clients in both disruptive and regulated industries including the health, cannabis and technology sectors.

With more than two decades of experience providing senior-level public affairs counsel, Rod is a proven leader in managing government relations and public affairs activities during periods of transition, disruption and crisis. Rod began his career in financial services managing public affairs and government relations during Y2K and through a major Canadian financial services merger.

Rod also spent five years working at Queen’s Park as Chief of Staff to three Ministers, including the Government House Leader and Minister of Economic Development.

Rod holds a Certificate in Corporate Community Involvement from Boston College and a Bachelor of Arts degree with Honours in Mass Communications and Political Science from Carleton University in Ottawa.
