After nearly 20 years advising senior executives of Canadian and international companies, Hugo Delorme founded MERCURE Conseil in 2018 before its merger with Global Public Affairs in 2026. He supports leaders in public affairs, corporate and financial communications, as well as in developing and executing business and lobbying strategies.

A skilled strategist and operator, Hugo closely monitors provincial and federal government developments, participates in strategic committees, and designs positioning and external communications plans. He helps elevate the profile of executives in both business and political arenas.

Before founding MERCURE, Hugo served as Chief of Staff to the Executive Vice President, General Services and Chief Legal Officer at the Canadian National Railway (CN), leading a nationwide team overseeing public affairs, communications, strategic partnerships, and donations. He also spent over
11 years at NATIONAL Public Relations, becoming the youngest partner in the firm’s history and leader of the Public Affairs group in Montreal.

Hugo holds an EMBA from McGill-HEC, a Master’s in Management Sciences (HEC Montréal), and a bachelor’s in Political Communication (University of Montreal). Accredited in public relations (APR) and trained at Harvard Business School in professional services management, he completed the ICD program at ICD/Rotman. An experienced board member, he served on several prestigious boards, including crown corporations.
